The U.S. Department of Commerce has preliminarily determined that Hangzhou Ailong Metal Products Co., Ltd. (Ailong) did not establish eligibility for a separate rate and is part of the China-wide entity. As a result, Commerce preliminarily subjects Ailong to the China-wide entity antidumping duty rate of 255.07 percent. The finding comes from the administrative review of the antidumping duty order on light-walled rectangular pipe and tube from China, which covers August 1, 2024, through July 31, 2025, and the final results are pending. The International Trade Administration published the notice of preliminary results and partial rescission in the Federal Register, dated November 4, 2026.
At a glance
- Commerce preliminarily found Ailong part of the China-wide entity and subject to the 255.07 percent rate; final results are pending.
- The review is rescinded for 39 companies, with rescission instructions planned no earlier than 35 days after publication.
- Case briefs are due no later than 21 days after publication, and hearing requests within 30 days.
Commerce said Ailong submitted neither a separate rate application nor a separate rate certification by the October 9, 2025 filing deadline, which is the basis for its preliminary finding. Commerce is not reviewing the China-wide entity itself, so that entity's rate is not subject to change in this review. Under its conditional review policy, the entity is examined only when a party requests it or Commerce self-initiates, and no party requested a review of it. Because it preliminarily found Ailong to be part of the China-wide entity, Commerce said it has no calculations to disclose for Ailong and attached no decision memorandum to the notice.
The notice also rescinds the review for 39 companies listed in its Appendix. Commerce gave the absence of reviewable, suspended entries of subject merchandise from those companies during the period of review as the reason, and said no parties commented on its intent to rescind. For those companies' entries, Commerce said it will instruct U.S. Customs and Border Protection to assess antidumping duties at rates equal to the cash deposit rate required at the time of entry or withdrawal from warehouse for consumption. It intends to issue the rescission instructions no earlier than 35 days after the notice is published in the Federal Register.
If Commerce still finds in the final results that Ailong is part of the China-wide entity, it intends to instruct Customs and Border Protection to liquidate Ailong's entries of subject merchandise at the 255.07 percent China-wide entity rate. Cash deposit requirements take effect when the final results are published. Ailong's deposit rate would be the China-wide entity rate if the final results find it ineligible for a separate rate, while exporters that previously received a separate rate stay at their existing exporter-specific rates.
Interested parties may submit case briefs and written comments to the Assistant Secretary for Enforcement and Compliance no later than 21 days after the notice is published. Commerce modified that case brief deadline and asked for a public executive summary of each issue, limited to 450 words not counting citations. A party that wants a hearing must file a written request with the Assistant Secretary through ACCESS by 5:00 p.m. Eastern Time within 30 days of publication. Commerce said it will announce a hearing date if one is requested, and oral presentations would be limited to issues raised in the briefs.
Commerce initiated the review on September 25, 2025, based on timely requests for review. On June 24, 2026, it extended the deadline for the preliminary results to no later than November 2, 2026. The order covers certain welded carbon quality light-walled steel pipe and tube of rectangular (including square) cross section with a wall thickness of less than 4 mm. Commerce said the HTSUS subheadings 7306.61.50.00 and 7306.61.70.60 are given for convenience and customs purposes, and its written scope description is dispositive.
