BD (Becton, Dickinson and Company) announced a partnership with the U.S. Government on October 6, 2026, in a release datelined Franklin Lakes, N.J. The stated aim is to expand domestic manufacturing and make supply chains for essential medical consumables more resilient. BD says the agreement supports significant investment in U.S. manufacturing, innovation and end-to-end production capabilities. It also says the deal aligns with the Trump administration's push to add domestic manufacturing capacity and secure supply of products critical to patient care and healthcare preparedness.

TL;DR
  • -BD announced a U.S. Government partnership on October 6, 2026 to expand domestic manufacturing and strengthen supply chains for essential medical consumables.
  • -BD intends to invest $19 billion in the U.S. over several years, including $3 billion for manufacturing expansion, and to add about 5 billion consumables a year in capacity.
  • -Relief from future Section 232 tariffs depends on the final scope of any actions and on BD meeting agreed milestones. BD is not yet quantifying the financial impact.

Planned investment and capacity

BD says it intends to invest $19 billion in the U.S. over several years under the partnership. That total covers capital, operational and supply chain spending. A smaller portion, $3 billion, is earmarked for expanding manufacturing at strategic production sites across the country.

On output, BD says it plans to add roughly 5 billion essential medical consumables a year to its end-to-end U.S. production. The company says that would lift its share of domestically supplied essential medical consumables to about 80 percent. It also says it intends to make all of the BD needles used in America domestically, using American-made steel. These are stated plans rather than current production.

Conditional tariff relief

According to BD, the agreement gives it relief from future Section 232 tariffs on covered BD products and inputs. That relief depends on the final scope and implementation of any future Section 232 actions, and on BD meeting agreed milestones.

BD says final tariff rates, product scope and effective timing have not been set, so it is not currently quantifying the agreement's financial impact. It expects to share more once the Section 232 tariffs are finalized. The company characterizes the relief as giving greater long-term certainty for manufacturing and supply chain planning as it advances U.S. production, innovation and healthcare infrastructure investments.

Sites, products and caveats

BD describes the consumables covered by the agreement as products used in about 90% of U.S. hospital visits, which is the company's own claim. Its release lists its existing U.S. manufacturing network, including Columbus and Broken Bow, Nebraska; Canaan, Connecticut; Añasco, Puerto Rico; Sandy, Utah; El Paso, Texas; Covington, Georgia; and Sumter, South Carolina. It does not say which sites will receive the planned $3 billion.

BD chairman, CEO and president Tom Polen said the agreement reflects a shared commitment by the U.S. Government and BD to strengthen healthcare infrastructure, expand U.S. manufacturing capacity and support reliable access to essential medical technologies.

The release includes a forward-looking-statements caution covering the agreement and each party's commitments. It says internal or external factors could delay, divert or change BD's plans over the next several years, and that actual results could differ materially.
