The U.S. Department of Commerce is initiating administrative reviews of various antidumping (AD) and countervailing duty (CVD) orders with September anniversary dates, including orders on forged steel fittings, steel wheels and brass rod. The notice follows timely requests for review under 19 CFR 351.213(b), and Commerce initiates the reviews under 19 CFR 351.221(c)(1)(i). Commerce's Federal Register notice was published on November 5, 2026.

Among the antidumping reviews, Commerce is reviewing forged steel fittings from Taiwan (case A-583-863) for Both-Well Steel Fittings Co., Ltd., and methionine from Spain (case A-469-822) for Adisseo España S.A. Both cover September 1, 2025, to August 31, 2026. Its review of certain steel racks and parts from China (case A-570-088) also covers that period and lists companies beginning with Anhui Nova Intelligent Logistics Equipment Co. The review of certain steel wheels from China (case A-570-082), naming Leading Wheel Company Limited, covers May 1, 2025, to April 30, 2026. The review of seamless carbon and alloy steel standard, line and pressure pipe from Ukraine (case A-823-819), naming JSC Interpipe Novomoskovsk Pipe Production Plant, covers August 1, 2025, to July 31, 2026.

The countervailing duty reviews all cover January 1 to December 31, 2025. They involve brass rod from Israel (case C-508-815), naming Finkelstein Metals Ltd., and common alloy aluminum sheet from India (case C-533-896), naming Hindalco Industries Limited, Utkal Alumina International Limited and Minerals & Minerals Limited. They also involve certain cold-rolled steel flat products from the Republic of Korea (case C-580-882), covering the companies listed in the notice, beginning with AJU Steel Co., Ltd.

If Commerce limits the number of respondents it examines individually in reviews of the identified orders, it intends to choose them using either U.S. Customs and Border Protection (CBP) import data for the period of review or quantity and value (Q&V) questionnaires on sales, shipments or exports. It intends to make that decision within 35 days of the notice's Federal Register publication. Commerce normally plans to add the CBP data, or the Q&V questionnaire, to the review record within five days of publication, depending on which one it uses to select respondents. Initial comments on the data and on respondent selection are due seven days after the CBP data are placed or the Q&V data are submitted on the record, and rebuttal comments are due five days after the initial deadline.

A producer or exporter named in the notice that had no exports, sales or entries during the period of review may tell Commerce so within 30 days of Federal Register publication, where suspended entries may exist. In AD reviews, Commerce intends to rescind the review of a company that has no suspended entries for it or under its company-specific case number. Separately, a domestic interested party may ask Commerce to determine whether antidumping duties have been absorbed, naming the exporter or producer to be examined, within 30 days of the review initiation notice's publication.

That request applies to reviews covering all or part of a period between the first and second, or third and fourth, anniversary of the AD order's publication, or of a determination to continue an order or suspended investigation after sunset review, where the merchandise is sold in the United States through an importer affiliated with the exporter or producer.

For reviews involving nonmarket economy (NME) countries, firms seeking separate rate status face a deadline of no later than 14 calendar days after the notice is published. Entities that held a separate rate in their most recent participated segment, and requested review, must certify continued eligibility, and this applies equally to NME-owned firms, wholly foreign-owned firms and foreign sellers that buy and export the subject merchandise to the United States. Entities without a separate rate from a completed segment, and companies whose structure, acquisitions or name have changed, must file a Separate Rate Application by the same deadline. Commerce intends to issue final results of the reviews not later than September 30, 2027.
